1)Firstly, open the link below

2) Just be careful when you open the link, instead of downloading individual files download combined files cause that'd be much easier

3) Before downloading you have to sign up, and in signing up process it may ask you some strange questions but you can just randomly answer them and there will be no problem

4) After downloading (I'm talking about 13.0sp1 version, the one that I put the link for) just open the downloaded file ( I opened it via WinRAR) and double click on QuartusSetupWeb The rest is so easy.
